Compendium-TA has flexible graph drawing, and can interface to GraphViz.

Compendium-TA allows you to draw graphs to represent your information, using a flexible inbuilt editor. And links to GraphViz to generate automatically drawn graph diagrams to make drawing graphs even faster.

And because graphs aren't just diagrams, you can use them to describe paths through the graphs and generate scripts from those paths using a flexible templating mechanism.

Because each graph node can have a URL associated with them, you can generate client side image maps.

Graphs can be viewed in a hierarchical form in the browser by choosing a root node and view the NodeTree of all outlinks from that Node.
